MOM runs the work pass portals and ICA runs the long-term immigration facilities. Employers submit Employment Pass, S Pass, Dependant’s Pass, Long-Term Visit Pass and Letter of Consent transactions through MOM’s Employment Pass eService. Permanent residence, citizenship and re-entry permits are ICA transactions.
Which portal handles which application
The split runs by agency first, then by pass type. MOM’s Employment Pass eService covers the work passes and the family passes tied to them. ICA’s e-Services and Forms page covers permanent residence, citizenship, re-entry permits and long-term visit passes.
| Application | Agency | Where | Time given by the agency |
|---|---|---|---|
| Apply for EP, S Pass, Dependant’s Pass, Long-Term Visit Pass or Letter of Consent | MOM | Employment Pass eService | 10 to 20 mins |
| Issue, renew or cancel a pass, all types except Work Permit | MOM | Employment Pass eService | 10 to 20 mins |
| Check work pass or application status | MOM | Check work pass and application status | 1 to 5 mins |
| Apply for Permanent Residence | ICA | Apply for Permanent Residence | 90 mins |
| Apply for Singapore Citizenship | ICA | Apply for Singapore Citizenship | 90 mins |
| Apply Renewal/Transfer of Re-Entry Permit | ICA | Apply Renewal/Transfer of Re-Entry Permit | 5 to 10 mins |
| Apply/Renew Long-Term Visit Pass | ICA | Apply/Renew Long-Term Visit Pass | 20 mins |
| Appeal for citizenship, PR or LTVP | ICA | Appeal for Singapore Citizenship / PR / LTVP Application | Not stated |
The times are the agencies’ own estimates. ICA labels them “Time needed”. MOM labels them “Estimated time to complete”.
One entry appears on both lists. ICA lists “Apply/Renew Long-Term Visit Pass” at 20 minutes, and MOM’s EP eService also handles Long-Term Visit Pass applications. The packet does not set out how the two routes are divided, and MOM gives the Employment Pass eService an estimated time to complete of 10 to 20 minutes.
Work Permit is the standing exception on the MOM side. EP eService handles all pass types except Work Permit, and Work Permit accounts are registered separately. For the EP route in full, see Employment Pass Application Guide: Fair Consideration, Eligibility, Documents and the EP Online Steps.
How EP eService, EP Online and myMOM Portal relate
EP eService is the newer platform. MOM’s EP eService page carries a section headed “Some transactions in EP Online cannot be done through the new EP eService”, which treats EP Online as the earlier platform with a residual list of transactions.
Work Pass Account Registration (WPAR) is the registration portal. MOM describes it as a portal for companies to register for online accounts, for example Work Permit Online and Employment Pass eService, and to declare business activity. WPAR is available 24 hours, and its status-check function is listed as available every day except 3am to 4am.
myMOM Portal is the single login where business employers centrally view and access eServices, workforce information and transactions. MOM gives it an estimated time of 10 to 20 minutes and lists it as available 24 hours.
Access to myMOM is narrower than it looks. You can use it if you are an employer, or employ foreign workers holding an Employment Pass, S Pass or Work Permit, and to view work pass information and perform transactions you must have an existing EP eService or WP Online account. Corppass login is required.
myMOM also carries the Workforce Insights Tool, which MOM says helps you calculate your total COMPASS score. It provides a diversity profile, local PMETs benchmarking, a salary benchmarking tool and industry data on job benefits. MOM notes a data delay of about 3 months for local workforce data, because the figures are compiled and processed.
Setting up access before you can file
Before you can log in to myMOM Portal you need Corppass, and to view work pass-related data your company must register for an EP eService or WP Online account. To access EP eService you must be an active Corppass Admin or User with Employment Pass (EP) eService and myMOM Portal listed as your assigned eServices, and an active EP eService Administrator or User.
- Get Singpass. MOM’s FAQ states a work pass holder can apply online at the Singpass website or visit Singpass counters islandwide in person.
- Apply for Corppass if the company does not have one.
- Log in to Corppass and go to the e-Service Access tab.
- Choose EP eService and myMOM Portal as the company’s eServices, then assign them to the account.
- Register the company’s online account in WPAR using Singpass and the Unique Entity Number (UEN).
- Wait for the outcome. MOM processes the request within 1 week, and longer if more documents are needed.
- Ask the EP eService administrator to add you as an administrator or user. That request is processed within 1 week too.
Newly registered companies face one extra wait. MOM says the UEN profile of a company newly registered with ACRA is automatically updated in its records within 2 weeks, and the account request should be registered after that.
Outsourced HR providers need a prior step. The authorisation form must be submitted by an authorised representative of the organisation, such as the appointed officer listed in ACRA, before access is requested.
The appointment is made in WPAR where the organisation has no active online work pass account, in myMOM Portal for EP eService or WP Online where it has an active account and an existing active administrator, and by the organisation’s authorised Corppass user submitting the Register or manage Employment Pass (EP) eService and Work Permit (WP) Online account request where it has an active account but no active administrator.
Who can be an administrator or a user
MOM restricts these roles by immigration status and by employer. The EP eService page sets out four categories.
| Role | Who qualifies |
|---|---|
| Business owner | Singapore citizen, Singapore permanent resident, or EntrePass holder under this company |
| Employee of a registered business | Singapore citizen or Singapore permanent resident |
| Foreign employee of a registered business | Holds an Employment Pass, Personalised Employment Pass or S Pass issued under this company |
| Outsourced party | Client submits the authorisation form first; examples are HR consultancy employees, secretariat firm employees and freelance consultants, who must register their business with ACRA |
Capacity is capped. WPAR states a company can appoint up to 2 administrators and 4 users, and myMOM states an administrator can create up to 4 user accounts. The administrator grants access to employees and terminates access when they leave or no longer need it.
Succession planning is treated as a compliance duty. MOM advises appointing a second administrator before the current one leaves, because otherwise you cannot appoint or terminate users. If the sole administrator has already left, MOM says to submit a request to change administrator immediately; the processing time is 1 week and MOM states it is unable to shorten it.
Account hygiene is monitored. MOM encourages logging in at least once every 3 months to check for irregular transactions, and states that accounts without activity for 12 months will be terminated. Browser requirements are Chrome 81 or higher, Firefox 75 or higher, Safari 13.1 or higher, or Edge 81 or higher.
What EP eService can do
The transaction list depends on your role. Appointed administrators and users hold the filing rights; individual pass holders hold only two self-service updates.
| You are | Transaction |
|---|---|
| Administrator or user | Apply for a pass, all types except Work Permit |
| Administrator or user | Appeal for a pass |
| Administrator or user | Issue, cancel or withdraw a pass |
| Administrator or user | Renew a pass |
| Administrator or user | Request a card replacement |
| Administrator or user | Request to extend in-principle approval validity |
| Administrator or user | View a pass holder’s profile |
| Administrator or user | View an organisation’s profile, including quota information |
| Administrator or user | View transaction details and payment records |
| Individual pass holder | Update passport details |
| Individual pass holder | Update contact details |
MOM’s user guide asks employers to run the self-assessment tool first, because it gives a preliminary indication of whether a candidate is likely to get an Employment Pass or S Pass. The tool is listed at 10 to 20 minutes.
Company profile updates need settling time. The guide asks you to update turnover and contact information and then wait at least 30 minutes before returning to submit the application. Stage 1 must be answered in full, cannot be saved as a draft, and a copy is auto-saved once you proceed to Stage 2.
Two navigation rules are explicit in the guide. Do not use the browser’s Back or Refresh buttons, as this may cause data loss. Do not open concurrent sessions with the same Corppass ID, as you may be logged out of all sessions.
Payment and timing are practical constraints. MOM lists GIRO, Visa, Mastercard and Amex as payment methods for work pass administrative fees. Peak periods are 10am to 12pm and 2pm to 4pm daily, plus Mondays and days just before or after a public holiday, when speeds are slower.
What sits outside EP eService
MOM publishes a residual list of EP Online transactions that the new EP eService does not carry. Each has a stated workaround.
| Transaction | What MOM says to do |
|---|---|
| Update a pass holder’s salary details | Request to update the salary details of pass holders |
| Appeal a rejected Letter of Consent application | Submit a new application or renewal request |
| Issue or cancel a PEP or EntrePass | Refer to the relevant page for PEP or EntrePass |
| Replacement card for EntrePass, PEP, DP or LTVP holder | Ask the employer to submit in EP eService, appoint an employment agent, or have the pass holder book an appointment at the Employment Pass Services Centre |
| Check an EP holder’s card delivery details | The pass holder asks the employer, or appoints an employment agent, to check |
Salary updates have their own eService. MOM lists “Update salary details of Employment Pass or S Pass holders” at an estimated 10 minutes, separate from the EP eService route.
MOM’s answer turns on whether the pass holder has an employer: with an employer, the employer submits; without one, an employment agent can be appointed, or the pass holder can attend the Employment Pass Services Centre.
Where ICA’s e-Services come in
ICA handles the long-term immigration facilities in this packet. Its e-Services and Forms page lists permanent residence and citizenship at 90 minutes each, re-entry permit renewal or transfer at 5 to 10 minutes, and long-term visit pass applications at 20 minutes.
ICA also lists an appeal route. The entry is “Appeal for Singapore Citizenship / Permanent Residence / Long-Term Visit Pass Application”, with no time stated on the page. ICA additionally lists a general “Book/Change/Cancel Appointment” function.
ICA states its position on third parties plainly. ICA says it is aware of commercial entities or consultants who claim they can improve an applicant’s success, and that it does not support nor endorse their services. ICA says it carefully assesses all applications and advises applicants who engage such services to exercise caution.
ICA also limits its own liability and remit. ICA states it shall not be responsible or held accountable for loss arising from engaging such services. ICA states it does not regulate the advertising industry or the immigration consultancy industry, and that companies publishing false or misleading advertisements are referred to the Advertising Standards Authority of Singapore.
Where each application is tracked
MOM separates checking from filing. The “Check work pass and application status” eService is listed at 1 to 5 minutes, needs no login, and lets employers check a work pass application status or a pass validity; Work Permit holders can also check salary information there.
EP eService adds its own tracking. Its feature list includes “Check the status of submitted application/renewal/appeal”, alongside retrieving drafts, retrieving the in-principle approval letter and viewing payment records.
The packet does not list an ICA status-checking eService for PR or citizenship. For a cross-agency comparison, see Checking Your Singapore Work Pass Application Status: MOM, ICA and Where Each Pass Is Tracked.
