PR Re-Entry Permit Renewal: Requirements & Process

A Singapore PR must renew the Re-Entry Permit (REP) before it expires; applications open 3 months ahead. A REP lasts 5 years; fees per ICA/EDB.

A Re-Entry Permit (REP) is the document a permanent resident (PR) requires to re-enter Singapore as a PR after leaving the country. The REP is not renewed automatically; the holder must submit a renewal application to the Immigration & Checkpoints Authority (ICA) before it expires.

REP Function and Validity

A PR must hold a valid REP to return to Singapore as a PR after travelling abroad. Under the Economic Development Board’s (EDB) Global Investor Programme (GIP) brochure, the initial REP is valid for 5 years. ICA’s official pages also confirm that a PR requires a valid REP to enter and leave the country.

Renewal Channels and Timing Window

Renewal applications are submitted online through ICA’s electronic Re-Entry Permit system (e-REP). The system opens the application window 3 months before the REP expires. ICA recommends applying within the validity period. If the application is made only after the REP has lapsed, the REP becomes invalid and the holder loses PR status upon leaving Singapore.

Official Renewal Criteria

ICA does not disclose specific residency-day thresholds, weighted formulas, economic-contribution benchmarks or family-tie scoring rules on its public pages. The authority states only that: “ICA considers a person’s family ties with Singapore Citizens, economic contributions, qualifications, age, family profile and length of residency, to assess the applicant’s ability to contribute to Singapore, extent of integration into our society, and commitment to putting down roots.” This statement appears on both the PR and citizenship application pages and is not presented as a separate set of quantitative indicators for REP renewal.

GIP-category PRs are an exception. Under the EDB GIP brochure, a GIP-approved applicant must meet the renewal conditions of the relevant investment option when renewing the REP in the 5th year:

  • Option A: investment conditions fulfilled, and the Option A company……
  • Option B: investment conditions fulfilled, and……
  • Option C: investment conditions fulfilled, and…… (The full conditions are subject to the latest version of the EDB brochure.)

The detailed renewal considerations for non-GIP PRs are not published by the authorities.

Application Fees

ICA’s PR page lists the following fees:

  • Payable on application: S$100 (PR application fee, not REP-specific)
  • Payable on completion of formalities: S$20 entry permit fee, S$50 five-year REP fee, S$50 identity card fee All fees are non-refundable. The standalone fee schedule for REP renewal is as shown on the ICA e-REP system.

Processing Time

ICA has not published a standard processing time for REP renewal. PR applications take about 6 months (depending on document completeness). REP renewal, however, is a maintenance step for an existing PR status, and the actual time varies by case.

Consequences of REP Expiry

If the REP expires without renewal:

  • The holder cannot re-enter Singapore as a PR after leaving
  • PR status is lost the moment the holder leaves
  • ICA emphasises: “Without a valid REP, you will lose your PR once you leave Singapore.”

Documents to Prepare (Non-Mandatory List)

The authorities have not issued a document checklist specific to REP renewal. Drawing on the documents required for PR applications and ICA’s general requirements, we suggest preparing the following before applying:

  • Current REP number and validity period
  • Passport personal particulars page
  • Proof of Singapore residential address (utility bills, tenancy agreement, etc.)
  • Proof of employment or economic activity (employer letter, CPF contribution records, tax statements, etc.)
  • Identity documents of family members in Singapore (where applicable)
  • Recent entry/exit records are retrieved automatically by the ICA system and need not be uploaded

Common Misconceptions Clarified

  • “Day rule”: ICA’s public pages set no fixed residency-day threshold.
  • “Weighted formula / economic-tie adjustment factor”: The authorities have not published any quantitative weightings or automatic downgrading mechanism.
  • “Presumption of renunciation after 12 consecutive months abroad”: The authorities have not published this presumption rule.
  • “CPF contributions / tax-resident status as proxy indicators”: The authorities have not published this verification logic in the REP renewal context.
  • “Spouse/child being a citizen lowers the threshold to 30%”: The authorities have not published this quantitative exemption standard.
  • “6-month grace period after rejection”: The authorities have not published this grace-period arrangement; a lapsed REP is invalid and leaving Singapore results in loss of PR.

If Renewal Is Rejected

ICA has not published an appeal mechanism for rejected REP renewals. Once PR status is lost, reapplying for PR requires the full application process, assessed against the current PR eligibility criteria, with no shortcut.

Key Action Points

  1. Log in to the ICA e-REP system and submit your renewal application within 3 months before the REP expires.
  2. Ensure your passport validity covers the new REP validity period.
  3. If you are a GIP PR, confirm before applying that you meet the renewal conditions of the relevant investment option.
  4. Keep your Singapore residential address up to date; report any change via ICA’s e-services.
  5. All fees are paid online and are non-refundable.
