Conclusion first: the current ICA official pages this article checks do not publish any numeric rule such as “how many days abroad triggers a review” or “what residence ratio is required to renew”. What the pages do publish are six categories of eligibility, a set of assessment factors, fees, documents, processing time and National Service obligations. The sections below follow the order of what you actually need to do, and every figure can be found on the pages listed at the end.
Departure and re-entry: ICA states only one rule
A permanent resident (PR) who leaves and returns to Singapore must hold a valid Re-Entry Permit (REP). This is the only binding statement ICA makes about the REP in its official text.
The official text does not state a maximum number of days per trip abroad, a rolling window, a residence ratio, or the specific criteria and tiers for renewal approval. The pages reviewed here do not publish these details, and this site offers no speculation and inserts no figures.
Who can apply for PR directly
A foreigner may submit an application if they fall under any of the categories below. The submission method in brackets is as stated in ICA’s official text:
| Eligibility category | Submission method |
|---|---|
| Spouse of a Singapore citizen or PR | The spouse logs in to ICA e-Service with their own Singpass to sponsor the application |
| Unmarried child under 21 born within a legal marriage or legally adopted | A parent sponsors the application using Singpass |
| Aged parent of a Singapore citizen (21 or older) | The Singapore citizen child sponsors the application using Singpass |
| Employment Pass (EP) or S Pass holder | The holder submits by logging in with their own Singpass |
| Student studying in Singapore who has passed at least one national exam (PSLE, GCE N/O/A levels) or is in the Integrated Programme (IP) | Aged 15 and above: the student submits with their own Singpass; under 15: a non-Singpass channel |
| Foreign investor in Singapore | Refer to the Economic Development Board (EDB) Global Investor Programme (GIP) page for assessment criteria and process |
How ICA assesses: factors disclosed, weights not disclosed
The factors ICA lists in its official text are: family ties with Singaporeans, economic contribution, qualifications, age, family profile, and length of residence. The assessment judges the applicant’s ability to contribute to Singapore, their integration, and their intent to settle in Singapore.
The official text does not disclose the weight of each factor, a passing score, quotas, or approval rates. These are not published by the authorities, and any claim to hold internal parameters goes beyond the pages this article relies on.
Fees, refunds and processing time
All fees are non-refundable (All fees are non-refundable). This is the refund rule stated explicitly in the official text. Fees are collected in two stages:
| Timing | Item | Amount |
|---|---|---|
| At submission | Per application | S$100 |
| Upon completion of formalities | Entry Permit | S$20 |
| Upon completion of formalities | 5-year Re-Entry Permit | S$50 |
| Upon completion of formalities | Singapore identity card | S$50 |
Payment is online only, via Visa or Mastercard credit/debit cards, American Express credit cards, internet banking direct debit (DBS/POSB, OCBC, UOB, Standard Chartered Singapore internet banking accounts) and PayNow. Successful applicants will later be notified of other applicable fees.
Processing time is 6 months, provided documents are complete and in order; some applications take longer. Outcomes are notified by email (applications submitted before 26 June 2024 are notified by email or post). Progress can be checked on MyICA or ICA e-Service.
Upon approval, the applicant first receives an In-Principle Approval (IPA); PR status is formally granted only after the required formalities are completed. PRs aged 15 and above collect the blue Singapore identity card.
Documents and translation
Documents must be certified true copies of the originals, with non-English documents accompanied by an official translation. ICA accepts three sources of translation:
- A translation provided by the embassy of the country or region that issued the document;
- A translation provided by a notary public in Singapore or in the country or region that issued the document;
- A privately translated document, certified by an embassy or notarised by a notary public.
ICA does not endorse any private translation company or agency. The official text states: insufficient documents may lead to the application not being accepted, and you may be asked to submit more. For the full checklist, see ICA’s PR document list.
Two details before submission
Singpass account approval may take 2 to 5 working days. Every applicant included in the form must log in and review it before submission. It is advisable to wait until all accounts are registered before starting the form.
ICA’s official text states it has no association with any external immigration agency or commercial entity, and does not support or endorse commercial services that present themselves as Singapore immigration experts. For specific questions, use ICA’s official pages and e-Service.
Male applicants: check National Service obligations first
Before applying, male applicants must first visit the Central Manpower Base (CMPB) website to learn about National Service (NS). Under the Enlistment Act 1970, male Singapore citizens and PRs must serve NS unless exempted; male applicants who obtain citizenship or PR by foreign student status or parental sponsorship bear NS liability, must register at 16½, and may be enlisted from age 18. NS liability for officers extends to age 50, and for other ranks to age 40. The Ministry of Defence does not grant deferment for university studies; those who have started university and cannot complete it before their enlistment date must interrupt their studies.
A breach of the Enlistment Act, upon conviction, is punishable by a fine not exceeding S$10,000, or imprisonment not exceeding 3 years, or both. Renouncing or losing PR status before completing full-time NS will seriously affect future work, study and any long-term stay application in Singapore, and will also affect the same type of applications, sponsorship and Re-Entry Permit renewal by family members. Pre-submission checklist (advice below, not official rules)
- First match yourself to a category in the eligibility table to confirm which one you fall under.
- Confirm who should sponsor, who should submit, and whether Singpass is required.
- Prepare the originals, certified copies and translations in one go according to the document list.
- Register Singpass for all applicants before starting the form.
- Male applicants should read CMPB’s NS information before submitting.
- The specific conditions for REP renewal are as published by ICA at the time; do not rely on any figure that cites no source.
