Who Can Apply for PR
Foreign nationals in any of the following categories may submit a permanent resident (PR) application to the Immigration & Checkpoints Authority (ICA):
- Employment Pass (EP) / S Pass holders: submit via the ICA e-Service using their own Singpass.
- Spouse of a Singapore Citizen (SC) or PR: the SC/PR spouse sponsors the application via Singpass.
- Unmarried children under 21 of an SC/PR (born within a valid marriage or legally adopted): the SC/PR parent sponsors the application via Singpass.
- Aged parents of an SC aged 21 or older: the SC child sponsors the application via Singpass.
- Students studying in Singapore who have passed at least one national examination (PSLE, GCE ‘N’/‘O’/‘A’ Levels) or are in the Integrated Programme (IP): those aged 15 and above submit via Singpass; those below 15 submit through the non-Singpass channel.
- Foreign investors: apply under the Global Investor Programme (GIP) run by the Economic Development Board (EDB); see the EDB website for details.
ICA weighs factors such as family ties, economic contribution, qualifications, age, family profile and length of residence to assess an applicant’s ability to contribute, integration and intent to settle in Singapore. ICA does not publish the weighting, quotas or approval rates for any factor.
Mandatory Pre-Application Step: Understand National Service Obligations
The ICA website expressly requires: all male applicants must visit www.cmpb.gov.sg to review National Service (NS) information before submitting an application. This is a precondition of the application process, not a step to be taken afterwards. Central Manpower Base (CMPB) hotline: 1800-3676767 (local) / 65-65676767 (overseas); email contact@ns.gov.sg.
National Service Legal Framework for Male Children
The Enlistment Act (Chapter 93) governs the service obligations of all male citizens and PRs, except those exempted. Key milestones are set out below:
- Registration age: registration is required upon reaching 16½ years of age.
- Enlistment age: at 18 years of age, enlistment takes place at the earliest opportunity after completing pre-university education (GCE ‘A’ Levels, a polytechnic diploma or an equivalent pre-university qualification), whichever is later. MINDEF does not grant deferment for university studies; if PR/SC is granted during university, studies must be interrupted to enlist.
- Full-time NS: the standard term is 2 years; certain vocations (e.g. commandos, navy divers) run up to 2 years 6 months. Vocation is determined by medical screening and aptitude testing and cannot be chosen.
- Operationally Ready National Serviceman (ORNS) service: after full-time NS, the serviceman is posted to an operationally ready unit and must complete 10 cycles within 10 years. Each cycle is typically 2 weeks (3 weeks for some vocations), capped at 40 days per year with an average of about 14 days. Deferment may be requested for work or study and is approved by MINDEF on a case-by-case basis.
- Consequences of default: a person who contravenes the Enlistment Act may, on conviction, be fined up to S$10,000, imprisoned for up to 3 years, or both.
- Downstream effect of renouncing PR: renouncing or losing PR status before completing full-time NS will seriously prejudice the man’s and his family members’ future applications for work/study passes, long-term passes, sponsorship eligibility, Re-Entry Permit (REP) renewal or citizenship. This is a statutory consequence, not an administrative discretion.
National Service Declaration in the PR Application Form
The ICA e-Service process requires: every male applicant included in the application must log in to review the form and make a declaration before the application is formally submitted. The system will prompt the male applicant to make a declaration. The exact field names and checkbox wording are as presented by the system at the time of submission; the official page does not disclose full form details.
Practical note: before formal submission, have each male applicant (including dependant children) first log in to cmpb.gov.sg to confirm the obligation details, then return to the ICA e-Service to complete the declaration, so as to avoid having to withdraw and resubmit due to a misunderstanding.
Application Documents, Fees and Processing Time
Required Documents
- You must upload certified true copies and official translations (for non-English documents).
- ICA accepts translations by the issuing country’s embassy, a notary public in Singapore or the issuing country, or a private translation certified by the issuing country’s embassy or notary public.
- ICA does not endorse any private translation company. Incomplete documents will result in the application not being accepted, or a request for further documents.
- For the full list, see the ICA PR document checklist.
Fees (non-refundable)
| Stage | Fee |
|---|---|
| At submission | S$100 per application |
| Upon completion of formalities | Entry permit S$20, 5-year REP S$50, identity card (IC) S$50 |
Payment methods: Visa/MasterCard debit or credit cards, American Express, Singapore local bank Internet Banking (DBS/POSB, OCBC, UOB, Standard Chartered), PayNow. Any further fees after approval will be notified separately.
Processing Time
- Where documents are complete and in the correct format, processing is usually completed within 6 months; some cases take longer.
- Outcomes are notified by email or post (cases submitted before 26 June 2024 are notified by post); status can also be checked on MyICA or the e-Service.
Formalities After Approval
- Upon receiving In-Principle Approval (IPA), you must complete the formalities (Completion of Formalities) as required by the letter before PR status is formally granted.
- PRs aged 15 and above will be issued the blue identity card (IC).
- A PR travelling out of and returning to Singapore must hold a valid REP; renew the REP before it expires.
Downstream Effect on the Family
- If a male child renounces PR before completing full-time NS, this will simultaneously affect the long-term pass applications, sponsorship eligibility, REP renewal and citizenship applications of his spouse, parents and siblings.
- Where a family has a male child approaching the 16½ registration milestone or the 18 enlistment milestone, the family should jointly assess the timeline and willingness before submitting the PR application.
