PR and Child DP: Official Paths and Unpublished Details

MOM and ICA pages on PR eligibility, DP/LTVP (S$6,000/S$12,000), fees (S$100/S$20/S$50/S$50) and 6-month processing; this briefing flags unpublished.

The pages currently published by the Immigration & Checkpoints Authority (ICA) and the Ministry of Manpower (MOM) set out the eligibility categories for PR applications, the thresholds for Dependant’s Passes, fees and processing times. On details such as children’s school admission priority, school fee differences, REP renewal and integration considerations, the official pages have not published any citable specific criteria or data. This article is compiled solely from the official pages provided.

How Children Qualify for PR: Eligibility Paths Listed by ICA

The categories eligible to apply for PR listed on ICA’s “Becoming a Permanent Resident” page include two that relate directly to children:

  • Unmarried child aged below 21 born within the context of a legal marriage to, or have been legally adopted by a Singapore citizen or PR — sponsored by a Singapore citizen or PR parent, who must log in to ICA’s e-Service with Singpass to submit the application.
  • Holder of an Employment Pass or S Pass — the EP or S Pass holder may apply personally using Singpass; once approved, their eligible spouse and children may apply for PR under the “SC/PR spouse” and “SC/PR child” categories respectively.

ICA also lists Aged parent of a Singapore citizen (sponsored by a citizen child), Spouse of SC/PR, Student studying in Singapore (via national exams or the Integrated Programme) and Foreign investor (via the Economic Development Board (EDB) Global Investor Programme (GIP)). ICA states that it considers holistically “family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency”, but has not published the weightings, scoring details or quotas for each factor.

Dependant’s Pass and LTVP While Awaiting PR: Thresholds

If the main applicant holds an Employment Pass or S Pass, their family members may apply for a Dependant’s Pass before PR is approved. The Ministry of Manpower (MOM) website provides the following rules:

Dependant’s Pass (DP)

  • Main pass holder: Employment Pass or S Pass holder
  • Salary threshold: fixed monthly salary of at least S$6,000 (based on the main applicant’s salary, not the combined household income)
  • Sponsor: a Singapore-registered company (usually the employer)
  • Eligible family members:
    • Legally married spouse
    • Unmarried children under 21 (including legally adopted children)

Long-Term Visit Pass (LTVP)

  • Main pass holder: Employment Pass or S Pass holder
  • Salary threshold: fixed monthly salary of at least S$6,000
  • Eligible family members:
    • Common-law spouse
    • Unmarried disabled children above 21
    • Unmarried stepchildren under 21
    • Parents — only where the main applicant’s fixed monthly salary is at least S$12,000

Note: the rules for Dependant’s Passes for holders of the ONE Pass (Overseas Networks & Expertise Pass) are set out separately, in the MOM ONE Pass “passes for families” page; the EP/S Pass criteria above do not apply directly to the ONE Pass.

What the Official Material Does Not Cover: School Admission Priority, Fee Differences, REP Renewal Details

The following common concerns do not appear in any of the MOM, ICA or EDB official pages provided:

  1. The priority order, reserved-place ratio and oversubscription balloting rules for MOE Kindergarten (MK) and Primary One (P1) registration phases (Phase 2A/2B/2C) — the Ministry of Education (MOE) website did not publish these in the material provided.
  2. The primary school fee difference between foreign (non-PR) students and PR students, and the cumulative amount over six years — the MOE fee schedule does not appear in the material provided.
  3. The specific weight given to “children studying in local schools” as evidence of integration at REP renewal, and the criteria for rejection or for being granted only a 1-year REP — ICA lists only broadly “family ties, economic contributions, qualifications, age, family profile, length of residency”; it has not published detailed indicators.
  4. Any commitment that PR applications for children of Tech.Pass / ONE Pass holders are “expedited to 2–3 months” — the EDB Tech.Pass page only states that family members may apply for a DP/LTVP, and does not mention faster PR processing; the ICA PR page uniformly states “within 6 months”.
  5. A mandatory timeline under which, within “12 months” of PR approval, address registration, MK registration and P1 registration must be completed — the authorities have set no such mandatory deadline.

Practical suggestions (not official rules; for reference only):

  • If you plan to apply for PR via the EP/S Pass route, first confirm whether the main applicant’s salary meets the DP/LTVP thresholds (S$6,000 / S$12,000), so that children’s entry can be arranged during PR processing.
  • Before applying for PR, prepare all family members’ Singpass access, certified documents and official translations, to avoid document requests that extend processing time.
  • Monitor the annual P1 registration guide and MK admissions brochure published on the MOE website, to obtain the latest registration-phase rules and timelines.
  • Before REP renewal, keep complete records of children’s enrolment certificates, fee payment records and CCA records at Singapore schools, as supporting evidence of integration.
