Per the Ministry of Manpower (MOM)‘s current pages, an Employment Pass (EP) or S Pass holder must draw a fixed monthly salary of S$6,000 to apply for a dependant pass for family members. This line looks only at the holder’s own pay, not combined household income. A spouse and unmarried children under 21 use a Dependant’s Pass (DP); a common-law spouse, stepchildren, and disabled adult children use a Long-Term Visit Pass (LTVP). Parents also use the LTVP, but the salary line rises to S$12,000.
Check three conditions before applying
All three conditions are mandatory:
- You hold an EP or S Pass.
- Your fixed monthly salary is at least S$6,000. It is counted on your own pay, not on combined household income.
- You are sponsored by an established Singapore-registered company, usually your employer.
Point 2 is a hard number. If you miss it, read no further. This is editorial guidance, not an additional rule.
Spouse and children: the DP route
The DP covers only two groups: a lawful spouse, and unmarried children under 21, including legally adopted children.
It applies to the family of both EP and S Pass holders. The S Pass page states that a holder with a fixed monthly salary of S$6,000 may apply for a DP for a spouse and children. The application may be filed together with the S Pass application or submitted separately afterwards.
Parents and other relatives: the LTVP route
The LTVP covers four groups not covered by the DP:
- A common-law spouse.
- An unmarried disabled child aged 21 or above.
- An unmarried stepchild under 21.
- Parents, but only for holders with a fixed monthly salary of at least S$12,000.
Per the DP page, family members who do not qualify for a DP may qualify for an LTVP. The EP dependants page table matches the categories above.
One boundary applies: an EP holder applying as an intra-corporate transferee (ICT) under WTO GATS or an applicable free trade agreement cannot bring family members on a DP or LTVP, unless the case falls within an applicable free trade agreement that expressly covers it and meets current conditions.
LTVP validity and work
Per MOM’s key facts page on the LTVP:
- Its validity is tied to the validity of the main work pass, or to the duration applied for, whichever is shorter.
- It can be renewed.
- It is not subject to foreign worker quotas and the levy.
- Some eligible LTVP holders may work in Singapore; MOM has a separate page on this.
The DP’s validity and employment rules are not given on the pages this article relies on, so we do not state them here.
Application and issuance sequence
The employer or a designated employment agent applies on behalf of the family member. A separate application is filed for each family member. It may be filed with the main pass application or submitted separately afterwards.
After an LTVP is approved, the steps in MOM’s order are:
- Wait for the application outcome.
- On approval, receive the In-Principle Approval (IPA) letter.
- After the family member arrives, complete pass issuance and collect the notification letter.
- If registration is required, book an appointment to register fingerprints and photo.
- Within 5 working days after registration or document verification, the pass card is delivered to the address provided.
After that, as needed: notify MOM of any change in details; renew before expiry; apply for a replacement if the card is lost, stolen, or damaged; and cancel the pass when the family member no longer works for you.
What the authorities have not published
- Assessment criteria, scoring weights, and quotas: the pages this article relies on do not publish them, and we do not speculate.
- Processing time and fees: the pages this article relies on do not list them, and we give no estimates.
- The MOM pages this article relies on do not cover the LTVP+ (Long-Term Visit Pass Plus), which falls under the Immigration & Checkpoints Authority (ICA). Its eligibility and benefits are outside this article’s scope, so we do not state them.
Pre-submission checklist (advisory, not an official rule)
- Check that your fixed monthly salary reaches S$6,000.
- If bringing parents, confirm your salary reaches S$12,000.
- Decide DP or LTVP based on the family member’s status.
- Confirm the sponsor is an established Singapore-registered company.
- Decide whether to file with the main pass or submit separately afterwards.
