The Global Investor Programme (GIP) is managed by Contact Singapore, under the Economic Development Board (EDB), and offers eligible investors a route to apply for Singapore permanent resident (PR) status.
The official factsheet does not specify annual minimum operating expenditure, quarterly reporting templates, fixed local hiring thresholds, the number of compliance audits, revocation cases, or appeal approval rates.
The content below is drawn entirely from the GIP Fact Sheet updated by EDB in May 2025 and the Immigration & Checkpoints Authority (ICA) PR application page.
Four Applicant Profiles and Thresholds
The GIP sets out four applicant profiles. An applicant must meet all conditions of one profile.

- At least 3 years of entrepreneurship and operating track record.
- The company currently operated posted annual revenue of S$200 million in its last financial year, and average annual revenue of at least S$200 million over the past three years.

- The company operates in an industry listed in Appendix B.
Eligible investment options: A, B, C.
Next Generation Business Owners
- The immediate family holds at least 30% of shares in the applicant company, or is the largest shareholder.

- Net investable assets of at least S$200 million (covering financial assets such as bank deposits, capital market products, collective investment schemes, and life insurance premiums, excluding real estate; EDB reserves the right to determine the suitability of assets).
Only eligible investment option: C.
Dependant Coverage
A spouse and unmarried children under 21 years of age at the time of application may be included as dependants in the application. Parents and children aged 21 and above are not covered as dependants; they may apply separately for a Long-Term Visit Pass (LTVP), the validity of which is tied to the main applicant’s Re-Entry Permit (REP). Male children who obtain PR through the accompanying application must fulfil National Service (NS) obligations; if the main applicant is a spouse, male dependants may be subject to NS obligations.
Three Investment Options and Core Requirements
An applicant must complete the relevant investment within 6 months of receiving Approval-in-Principle (AIP).
Option A: Invest S$10 million in a new or expanded Singapore business entity
- Hold at least 30% equity in the entity and sit on its management team.
- The entity operates in an industry listed in Appendix B.
- Submit a detailed 5-year business / investment plan (covering projected hiring, expenditure, and financial forecasts); EDB assesses it on feasibility, the applicant’s role, business activities, and local job creation.
- Paid-up capital previously injected into the entity may count towards the investment amount.
Option B: Invest S$25 million in GIP-approved funds
- Funding must come only from a bank account opened in the applicant’s personal name in Singapore.
- The fund list is available on the EDB website; fund selection is the applicant’s own decision. EDB does not endorse fund performance and bears no liability for losses.
- The applicant may be asked to submit other Singapore business plans in addition to the fund investment.
Option C: Establish a Singapore single-family office (SFO) with assets under management (AUM) of at least S$200 million, of which at least S$50 million is transferred to Singapore and deployed in EDB-approved assets
- Submit a detailed 5-year business plan (covering projected hiring and annual financial forecasts); EDB assesses it on the applicant’s role, the family office’s functions, and intended investment sectors / asset types / geographies / philanthropic directions.
- Overseas assets may count towards AUM, but at least S$50 million must be transferred to and held in Singapore after PR Approval-in-Principle.
- At least S$50 million must be deployed in approved assets (such as Singapore Exchange listed equities) within 12 months of final approval, and maintained until the REP expires.
- Only the Family Office Principals profile may choose this option.
Approval Steps and Timelines
- The applicant submits the complete GIP application form (online and hard copy) to EDB.
- EDB invites an interview.
- After the interview, ICA issues an Approval-in-Principle (AIP) letter valid for 6 months.
- The applicant fulfils the investment conditions of the chosen option within the AIP validity period.
- The applicant submits investment proof documents and an investment undertaking.
- After EDB verifies the documents, ICA issues the final approval letter (Option C applicants must prove that S$50 million has been deployed in approved assets, within 12 months from the final approval letter).
- The applicant must complete PR formalisation within 12 months from the final approval letter.
EDB notes that, with complete submission, processing takes about 12 months, in addition to due diligence review.
Core Documents to Submit After AIP (Excerpt)
Option A
- Signed investment undertaking and statutory declaration.
- The Option A company’s latest ACRA Bizfile, and share certificates certified by the company secretary.
- Bank reference letter (showing the full account holder name, UEN, account type, and account number).
Option B
- Signed investment undertaking and statutory declaration.
- Personal Singapore bank account reference letter (showing passport number).
- Bank statements or debit/credit advices evidencing the capital contribution.
- Share certificates / subscription agreements certified by the fund manager.
Option C
- Signed investment undertaking (committing to manage at least S$200 million AUM and deploy at least S$50 million in approved assets) and statutory declaration.
- The SFO’s latest ACRA Bizfile.
- Documents proving ownership of the fund vehicle.
- Bank reference letters for the SFO and fund vehicle accounts.
- Fund vehicle account statements showing total net investable assets of no less than S$200 million.
- Notarised investment management agreement proving the fund is managed by the SFO.
PR Formalisation and REP Validity
After the above documents are submitted and verified by ICA, the final approval letter is issued. The applicant must complete PR formalisation within 12 months.
Upon formalisation, a Re-Entry Permit (REP) valid for 5 years is issued. The REP allows PR status to be retained while abroad.
The renewal window opens 3 months before REP expiry. Failure to renew in time causes the REP to lapse; once abroad, PR status is lost.
Any change of mailing address must be notified to EDB at any time (contactsingapore@edb.gov.sg).
REP 5-Year Renewal Criteria (to be met in Year 5)
Option A
- The Option A investment conditions have been met; and
- The specific renewal conditions for Option A are subject to the ICA final approval letter and EDB notification.
Option B
- The Option B investment conditions have been met; and
- The specific renewal conditions for Option B are subject to the ICA final approval letter and EDB notification.
Option C
- The Option C investment conditions have been met; and
- The specific renewal conditions for Option C are subject to the ICA final approval letter and EDB notification.
For details such as specific renewal operating metrics, reporting templates, and exemption criteria, refer to the official notifications from ICA and EDB.
Operational Suggestions for Applicants to Prepare (Not Officially Mandatory)
- Set up a separate cost centre and bank account in the accounting system for GIP-related entities / funds / family offices, to ease later compilation of investment proof.
- Retain all original documents for investments, transfers, shareholding changes, board resolutions, bank references, ACRA records, and investment management agreements for at least 5 years; cloud backup is recommended, with EDB / case officers authorised to access them at any time.
- Option A applicants: record local hiring status in parallel (Central Provident Fund (CPF) contribution records, employment contracts) to prove “still operating and employing local staff” at renewal.
- Option C applicants: maintain a continuous monitoring ledger for AUM and approved-asset deployment, ensuring at all times AUM ≥ S$200 million and approved-asset deployment ≥ S$50 million.
- Submit the renewal application 12 to 6 months before REP expiry, to avoid late penalties and status risk.
- If major changes occur in the operating environment (e.g. revenue falling more than 30% for two consecutive years, force majeure events), retain official announcements, audit reports, and board meeting minutes as supporting evidence, and submit an explanation together at renewal.
