DP and LTVP Holders: Work Rights and Eligibility

MOM rules on EP/S Pass salary thresholds to sponsor a DP or LTVP: who qualifies as a dependant, pass validity, work-rights basis, employer advertising duties.

Employment Pass (EP) and S Pass holders who meet the salary threshold may sponsor specified family members for a Dependant’s Pass (DP) or Long-Term Visit Pass (LTVP). Neither pass draws on the foreign worker quota or requires the foreign worker levy. An LTVP holder may work in Singapore once conditions are met. But the application process, fees and validity of the work-authorisation route — the Letter of Consent (LOC) — and any policy change in 2026 — are not published on the current official pages. The rules below set out only what the provided MOM pages confirm.

1. Who Can Apply for a DP or LTVP

1. Sponsor Eligibility

  • Must hold a valid EP or S Pass.
  • Must be sponsored by a Singapore-registered company in active operation (usually the employer).
  • Must meet the fixed monthly salary threshold:
    • For a DP or LTVP (spouse, children, stepchildren, children with disabilities): at least S$6,000.
    • For an LTVP (parents): at least S$12,000.
    • Salary is assessed on the sponsor’s own income and excludes combined household income.

2. Dependants Who May Be Covered

Pass typeDependants covered

3. Cases That Do Not Qualify for a DP or LTVP

  • An EP holder sponsored as an intra-corporate transferee (ICT) under WTO GATS or an applicable FTA cannot qualify their family members for a DP or LTVP, unless the relevant FTA provides otherwise and current approval criteria are met.

2. Pass Validity and Renewal

  • DP: Validity follows the main pass (EP/S Pass) and is renewed with it.
  • LTVP: Validity is the shorter of the main pass validity and the applicant’s requested period; it can be renewed.

3. Current Basis for Work Rights

1. DP Holders

  • A DP does not automatically grant work rights.
  • To work, the holder must obtain a separate LOC or apply individually for an EP, S Pass or Work Permit.
  • Details on the LOC’s application criteria, fees, processing time, validity, employer-change process, self-employment requirements, and whether new rules take effect in 2026 are not published on the current official pages.

2. LTVP Holders

  • The official wording is: “Eligible pass holders may be able to work in Singapore”.
  • The specific work-authorisation route (LOC or otherwise) and eligibility criteria are not published on the current official pages.
  • An LTVP draws on no foreign worker quota and incurs no foreign worker levy.

4. Employer Obligations Before Applying for the Main Pass

When applying for an EP, the employer must post a job advertisement on MyCareersFuture and consider all candidates fairly (Fair Consideration Framework (FCF)) before submitting the new pass application. The pass application may be filed only after the advertising period ends.

5. EP and S Pass Salary Thresholds (Affecting Ability to Sponsor Family)

1. EP Qualifying Salary (Current Values Before 2027)

  • Non-financial services: from S$5,600, rising with age, to S$10,700 at age 45 and above.
  • Financial services: from S$6,200, rising with age, to S$11,800 at age 45 and above.
  • From 1 January 2027 for new applications, and from 1 January 2028 for renewals at expiry, the figures rise to S$6,000/S$11,500 and S$6,600/S$12,700 respectively.

2. S Pass Qualifying Salary (Current Values Before 2027)

  • Non-financial services: from S$3,300, rising with age, to S$4,800 at age 45 and above.
  • Financial services: from S$3,800, rising with age, to S$5,650 at age 45 and above.
  • From 1 January 2027 for new applications, and from 1 January 2028 for renewals at expiry, the figures rise to S$3,600/S$5,100 and S$4,000/S$5,650 respectively.

Note: The threshold for sponsoring family is a fixed monthly salary ≥ S$6,000 (S$12,000 for parents). This is a separate standard from the passes’ own qualifying salaries. An EP holder whose salary meets the EP threshold but falls below S$6,000 (the family-sponsorship threshold) cannot apply for a DP or LTVP for family members.

6. Additional Costs Borne by S Pass Employers

  • Quota (Dependency Ratio Ceiling, DRC): 35% for services, 60% for manufacturing, 75% for shipbuilding, 83.3% for construction/process.
  • S Pass sub-quota: 10% for services, 15% for all other sectors (based on the company’s total workforce).
  • Foreign worker levy: since 1 September 2025, a flat S$650/month/person across all sectors and tiers; partial months are pro-rated daily (S$21.37/day).
  • Medical insurance: the employer must buy medical insurance for each S Pass holder.
  • Primary Care Plan (PCP): for S Pass holders living in dormitories of seven or more workers, or working in construction, marine shipbuilding or process (CMP) sectors, the employer must purchase a PCP and declare it on the myMOM Portal before the pass is issued.

7. Practical Steps for Readers (Not Official Rules)

  1. Check the sponsor’s salary first: confirm the fixed monthly salary reaches S$6,000 (or S$12,000 for a parent’s LTVP); the payslip and CPF contribution records must match.
  2. Confirm the main pass type and validity: a DP/LTVP follows the main pass; renew the family pass before the main pass is renewed.
  3. Know the work-authorisation route: a DP holder who wants to work must obtain an LOC; an LTVP holder permitted to work also needs the corresponding authorisation. For the specific LOC application forms, fees, approval timeline, employer-change/self-employment requirements, and 2026 policy changes, rely on the latest MOM publications or consult MOM/EP Online.
  4. Keep complete documents: the sponsoring company’s ACRA business profile, a copy of the sponsor’s pass, family members’ passports, notarised marriage/birth certificates, proof of salary, and so on — check each item when applying.
  5. Monitor official updates: MOM adjusts salary thresholds, quotas, levy rates and medical insurance requirements from time to time; verify the latest version on the official site before submitting an application.
