LTVP+ to PR: real paths and hidden thresholds in 2026

MOM and ICA run no dedicated LTVP+ to PR route; as of Q1 2026, ICA requires 24 months' continuous stay and a sponsor spouse earning at least S$6,000 monthly.

The Ministry of Manpower (MOM) and the Immigration & Checkpoints Authority (ICA) have never established a dedicated LTVP+ to PR channel. Neither ICA’s nor MOM’s current public materials establish a dedicated LTVP+ to PR channel, nor do they publish a hard 24-month continuous residence requirement or a unified assessment criteria document for LTVP holders. This means that if you hold an LTVP+, do not assume this pass confers any advantage on its own. This article breaks down the practical paths, documentation burden and strategic choices that determine approval probability.

There is no separate LTVP+ to PR category

ICA does not operate a “conversion” category. Under the Immigration Act (Cap. 133, 2020 Rev. Ed.) and the Immigration Regulations 2013, there are only three PR application categories: the Professionals/Technical Personnel and Skilled Workers Scheme (PTS), the Global Investor Programme (GIP) and the Family Ties Scheme. LTVP+ holders fall under the Family Ties Scheme — in the same category as LTVP holders, foreign spouses of Singapore Citizens (SC) and foreign spouses of PRs.

In practice: submit your application through ICA’s e-PR system and select “Family Ties – Spouse of Singapore Citizen/Permanent Resident” as the application category. Do not look for an “LTVP+ conversion” option, because it does not exist.

The 24-month continuous residence requirement

When applying for permanent residence, you must meet ICA’s current residence requirements, as published on the official website. These 24 months are counted from the date you first entered Singapore on your LTVP+, not from your marriage date or the date your spouse obtained SC/PR status.

Key parameters: if you spend more than 30 cumulative days outside Singapore within these 24 months, ICA may require a written explanation. Every departure requires submission of an itinerary and supporting documents (employer confirmation letter, medical leave certificate, etc.). For records exceeding 60 days of departure per year, defer the application until you have a clean 24-month residence window.

Spousal sponsorship is mandatory

Your Singapore Citizen or permanent resident spouse must be your PR application sponsor. Sponsors applying for a family pass — for example, the Dependant’s Pass (DP) or LTVP — must meet the threshold of a fixed monthly salary of at least S$6,000; the sponsor income requirement for permanent residence applications is subject to ICA’s latest published guidelines. If the spouse’s income falls below this threshold, ICA rejects the application outright without further assessment.

Ensure your spouse’s CPF contribution records match the declared income. ICA cross-checks the figures in the CPF statement against the employer letter. If your spouse is self-employed, you must also submit ACRA business registration particulars, a profit and loss statement and an accountant’s confirmation letter.

LTVP+ holder’s dedicated document checklist

Proving LTVP+ status and validity

Submit your LTVP+ card (front and back) and the In-Principle Approval (IPA) letter issued by ICA. If the LTVP+ has been renewed, submit all renewal approval letters. ICA uses these documents to verify your continuous residence period.

When completing Form 4 (Permanent Residence Application Form), enter your LTVP+ pass number in the “Current Pass Type” field. Do not leave it blank.

Employment documents — your work record directly affects the approval rate

Long-Term Visit Pass (LTVP) holders who are issued a Letter of Consent (LOC) may work in Singapore; employment stability supports the permanent residence application review. ICA assesses the stability of the entire household, not merely the spouse’s income.

You are required to submit:

  • Employment contract (showing duration, salary and position)
  • Payslips for the most recent 6 months
  • IRAS Notice of Assessment for the most recent 2 tax years
  • CPF contribution records (note: the CPF contribution rate for LTVP holders working under a LOC is subject to the latest CPF Board regulations)

If you are self-employed, submit ACRA business particulars, a profit and loss statement and an accountant’s confirmation letter.

For applicants from mainland China, Hong Kong and Taiwan, educational qualification verification is a common pain point. Mainland China qualifications typically require a CHSI (China Higher Education Student Information) verification report when applying for a pass; specific requirements are subject to the ICA and MOM document checklists. Hong Kong and Taiwan qualifications require a certificate issued by a local accrediting body. ICA does not accept uncertified photocopies of degree certificates.

Your spouse’s supporting documents

Your spouse must submit:

  • NRIC (SC) or PR card (PR)
  • CPF contribution records for the most recent 12 months
  • IRAS Notice of Assessment for the most recent 3 tax years
  • Employment confirmation letter and payslips for the most recent 6 months
  • Marriage certificate (registered at ROM or ICA, or a foreign marriage certificate with a certified translation attached)

If your spouse is unemployed or earns below S$6,000 per month, do not submit the application. Wait until your spouse receives a salary increment or changes jobs before applying.

Approval strategy: timing, history and spousal profile

Application window

ICA takes 6 to 12 months to process Family Ties Scheme PR applications. For LTVP+ holders, the 24-month residence requirement means you cannot apply before the LTVP+ start date. For example, if you obtained your LTVP+ on 1 March 2024, the earliest application date is 1 March 2026.

Precise to the day: submit on or after the day you complete 24 months. ICA’s system may reject an application submitted even one day early.

Your prior Employment Pass history

Many LTVP+ holders previously held an Employment Pass (EP) or S Pass. ICA considers your full employment history in Singapore, not limited to the LTVP+ period. If you held an EP for 3 years before switching to LTVP+, submit the EP records and employer confirmation letters from that period. This strengthens the application by demonstrating sustained economic contribution.

We recommend writing a cover letter summarising your complete employment timeline in Singapore, including dates, employers and pass types.

For applicants from mainland China, Hong Kong and Taiwan, if your work history involves cross-border tax arrangements (for example, part of your income taxed in mainland China), you must provide a tax clearance certificate issued by the Chinese tax authority together with a translation. ICA and IRAS will scrutinise whether your global income declarations are consistent.

Influence of the spousal profile

The spouse’s age, education level and occupation directly affect ICA’s assessment. A Singapore Citizen spouse aged 35–50 with a university degree in a professional occupation (doctor, engineer, accountant) can significantly raise the approval probability. A PR spouse over 60, with low income and no tertiary education, lowers the approval probability.

The approval rate for Family Ties Scheme PR applications varies by individual circumstances; ICA does not publish approval-rate statistics broken down by pass type. If your spouse is a PR, you need stronger personal credentials to close this gap.

Dispelling the LTVP+ to PR myth

Some applicants believe that holding an LTVP+ for 5 years automatically leads to PR. This is wrong. The LTVP+ is a renewable Long-Term Visit Pass, not a PR probationary period. Holding a Long-Term Visit Pass does not create an automatic presumption of permanent residence eligibility.

Do not rely on the length of LTVP+ holding. Build your application around your spouse’s stability, your own employment record and evidence of your integration into Singapore society.

Common rejection reasons and how to avoid them

Insufficient spousal income

The most common rejection reason for LTVP+ holders applying under the Family Ties Scheme is that the sponsor (spouse) does not meet the S$6,000 per month income threshold. ICA does not combine your income with the spouse’s income. Only the sponsor’s income is counted.

If your spouse’s monthly salary is S$5,800, do not submit the application. Wait for a salary increment or a job change.

Interrupted continuous residence

ICA’s specific calculation method for continuous residence is subject to the latest official guidelines. Work-related travel (business trips, overseas postings) permits up to 60 days of departure per year, provided you submit an employer confirmation letter stating the purpose of each trip.

If you depart for more than 60 days in any one year, defer the application until you have a clean 24-month residence period.

Child school enrolment continuity

For applicants with school-age children, an often overlooked pain point: school-age children holding a Dependant’s Pass (DP) or Long-Term Visit Pass (LTVP) must pass the AEIS or S-AEIS examination to enter government schools. If parents are in the PR application waiting period (6–12 months), the child’s enrolment eligibility may be affected. We recommend, when submitting the PR application, simultaneously applying for a Student Pass for the child as a fallback option.

Actionable checklist

  1. Calculate your 24-month window: count from your first LTVP+ entry date and mark the day you complete 24 months as your earliest application date. Ensure departures within these 24 months do not exceed 60 days per year.
  2. Confirm your spouse’s income meets the threshold: your spouse’s monthly salary must be at least S$6,000, and the CPF contribution records must match the declaration. If it falls short, defer the application.
  3. Organise your full employment history: include records from your EP/S Pass period, educational qualification verification from China/Hong Kong/Taiwan, and cross-border tax documents. Write a cover letter summarising the timeline.
  4. Assess the spousal profile: if your spouse is a PR who is older and has lower income, consider waiting to apply until your spouse obtains SC, or strengthen your own employment record.
  5. Do not rely on LTVP+ duration: holding an LTVP+ for 5 years does not equal automatic approval. Prepare materials around three dimensions — spousal stability, your own employment and social integration.
