EP, S Pass and ONE Pass: DP/LTVP eligibility & salary

EP and S Pass holders need S$6,000 for a Dependant's Pass; EP holders need S$12,000 for parents' LTVP. ONE Pass holders may also sponsor family.

Employment Pass (EP) and S Pass holders must earn a fixed monthly salary of at least S$6,000 to apply for a Dependant’s Pass (DP). ONE Pass (Overseas Networks & Expertise Pass) holders may apply for passes for their family members, and their spouses are eligible to work under a Letter of Consent (LOC). The authorities have not published on the current pages the details of the “family member” definition in permanent resident (PR) applications, nor the processing times, form numbers, or minimum cohabitation period for cohabiting partners for a DP or Long-Term Visit Pass (LTVP).

EP and S Pass: Dependant’s Pass (DP) core thresholds and eligible members

The principal pass holder must meet a fixed monthly salary of no less than S$6,000. This salary is calculated on the principal pass holder’s individual income; household combined income is not counted. The principal pass holder must be sponsored by an employer registered in Singapore that meets the “established company” criteria (typically a direct employer).

Only the following family members qualify for a DP:

  • Legally married spouse: a marriage registered and recognised under Singapore law.
  • Unmarried children under 21: including biological and legally adopted children.

The following persons do not qualify for a DP as family of an EP/S Pass holder and must be assessed separately for LTVP eligibility:

  • Cohabiting partner
  • Parents
  • Stepchildren (not legally adopted)
  • Unmarried children above 21 (including those with disabilities)

If the principal pass holder obtained the EP under an overseas company intra-corporate transferee (ICT) arrangement via WTO GATS or an applicable free trade agreement (FTA), their family members do not qualify for a DP or LTVP, unless the relevant FTA provides otherwise and current criteria are met.

EP and S Pass: other family members covered by the Long-Term Visit Pass (LTVP)

The Long-Term Visit Pass (LTVP) is issued by the Immigration & Checkpoints Authority (ICA), and the application process is separate from the principal pass. Employment Pass (EP) holders may apply for an LTVP for the following persons:

  • Cohabiting partner
  • Unmarried disabled children above 21
  • Unmarried stepchildren under 21
  • Parents: only where the EP holder’s fixed monthly salary is S$12,000 or more

Parents of S Pass holders are not within the LTVP scope listed officially. Whether an S Pass holder’s cohabiting partner, unmarried disabled children above 21, or unmarried stepchildren under 21 qualify for an LTVP is not expressly listed on the S Pass page; the final decision of the Immigration & Checkpoints Authority (ICA) should be taken as conclusive.

ONE Pass (Overseas Networks & Expertise Pass): arrangements for family

ONE Pass (Overseas Networks & Expertise Pass) holders may apply for passes for eligible family members. The official key facts page confirms:

  • A Dependant’s Pass is available to eligible family members.
  • A spouse is eligible to apply for a Letter of Consent (LOC) to work in Singapore.

The ONE Pass page does not publish a complete definition list of “family members” (for example, whether it includes parents, cohabiting partners, stepchildren and any age limit), the application salary threshold, or additional conditions. Before applying, refer to the Ministry of Manpower (MOM)‘s latest official website or the In-Principle Approval (IPA) letter.

Self-check steps before applying

  1. Check the principal pass type: confirm you hold an EP, S Pass or ONE Pass.
  2. Check the fixed monthly salary: applying for a DP as an EP/S Pass holder requires ≥ S$6,000; an EP holder applying for a parent’s LTVP requires ≥ S$12,000.
  3. Check marital status: only a legal marriage (with civil registration completed) qualifies the spouse for a DP.
  4. Check children’s status: under 21, unmarried, and legally adopted (if adopted) qualifies the child for a DP.
  5. Confirm the sponsoring entity: the employer must be a registered and operating entity company in Singapore.
  6. If you are an EP holder under an overseas ICT arrangement: family members generally cannot apply for a DP/LTVP; consult the applicable FTA provisions.
  7. Use MOM’s Self-Assessment Tool (SAT) to confirm principal pass eligibility before planning the family application.
