From January 2025, the Ministry of Manpower (MOM) made substantive changes to the Employment Pass (EP) cancellation process. Most EP holders receive an automatic 30-day Short-Term Visit Pass (STVP) after cancellation, but this is not an unconditional guarantee — the actual duration depends on the pass type, how the employer cancels it, and whether you have filed a new pass application. The 2025 regulatory update also introduced a new self-service cancellation e-service, whose timing rules differ from employer-initiated cancellation. EP holders considering a job change or who have received notice from their employer must calculate the pass-status change date precisely. A single day’s miscalculation can force you to leave Singapore and re-apply for a work pass from abroad, causing a 4–8 week delay and potential loss of income.
Cancellation Triggers: Who Controls the Clock
Employer-Initiated Cancellation Is the Default Process
An employer is legally obliged to cancel your EP within 7 days of your last working day. This is a statutory requirement under section 7(1) of Chapter 91A of the Employment of Foreign Manpower Act (EFMA). The employer submits the cancellation through MOM’s e-service, and the cancellation takes effect on the date MOM processes the application — not your last working day.
Submit your resignation notice in writing. Confirm with the employer’s HR that they will cancel your EP on the latest permitted date, not the earliest. If the employer cancels early, your pass lapses immediately and the 30-day STVP runs from that date — not your contract end date.
Self-Service Cancellation (New in 2025)
From March 2025, MOM allows EP holders to cancel their pass themselves through a new e-service, provided your employer has not already initiated cancellation. This option is especially useful when you have resigned but the employer is unresponsive or delaying.
Log in to MOM’s e-service using your Singpass. Select “Cancel Work Pass” and follow the prompts. Cancellation takes effect immediately upon submission. Your STVP is issued automatically, but you must check the pass expiry date in the system — if there are outstanding tax or medical bills, the duration may be shorter than 30 days.
MOM-Initiated Compulsory Cancellation
If you breach your pass conditions — for example, working for an unregistered employer, or taking continuous unpaid leave exceeding 90 days without approval — MOM may cancel your EP directly without an employer request. This causes the pass to lapse immediately and no STVP is issued.
Do not assume the employer will notify you of a MOM-initiated cancellation. If you are between jobs, check your pass status on the MOM website once a week.
The 30-Day STVP: What You Actually Get
Issued Automatically, but Not Guaranteed
After EP cancellation, MOM sends a 30-day STVP to your registered email. The pass lets you remain in Singapore to look for a new job. The clock starts on the day MOM processes the cancellation, not the day you receive the email.
Check your email (including the spam folder) within 24 hours of cancellation. Download and save the STVP’s digital link. The STVP is not a physical card — it is a digital pass linked to your passport number.
Conditions During the STVP
During the STVP, you must not work. Any paid employment, including remote work for an overseas company (while you are in Singapore), is prohibited unless you hold a valid work pass for that specific employer.
You may attend interviews, sign employment contracts and submit a new EP application. But you cannot start work until the new pass is issued and the physical card is collected.
What Happens After 30 Days
If you do not obtain a new pass within 30 days, you must leave Singapore. Overstaying is a criminal offence under section 15(1) of Chapter 133 of the Immigration Act. Penalties include a fine of up to S$10,000, imprisonment of up to 6 months, or both, as well as a permanent ban on re-entry to Singapore.
Apply for a new EP at least 14 days before the STVP expires. If the application is still being processed at expiry, you can apply for a one-time extension of up to 30 days through MOM’s e-service. The extension is not guaranteed and is approved only when your new application is complete and you have a clean record.
The Job-Search Window: Practical Strategy
Days 1–7: Act Immediately
The first week after cancellation is the most effective window. Employers prefer to interview candidates who are already in Singapore and can start immediately.
Update your résumé and LinkedIn profile to reflect your current status. Register with at least three recruitment agencies focused on your industry. For tech roles use NodeFlair and Glints; for finance roles use Robert Walters and Hays.
Submit at least 10 applications every day. Target companies with a history of hiring EP holders — review their past job postings on MOM’s Job Bank or LinkedIn.
Days 8–21: Interview and Offer Stage
Most interview processes take 2–3 weeks. Schedule interviews within this window. If you receive an offer, ask the employer to expedite the EP application.
Negotiate a start date that allows 2–3 weeks for EP processing. MOM processes standard EP applications, but applicants with complex backgrounds or COMPASS scoring issues may need longer.
Days 22–30: Contingency Plan
If no offer has arrived by day 22, prepare to leave Singapore. Book a flight to a nearby destination — Kuala Lumpur, Bangkok or Batam — where you can continue your job search remotely. Applying for a new EP from abroad is feasible but slower, because the employer must submit additional documents.
Do not overstay. Even a single day of overstaying leaves a record in MOM’s system and may affect pass applications for up to 5 years.
Special Cases: When the 30-Day Rule Differs
S Pass Holders
S Pass holders receive the same 30-day STVP after cancellation as EP holders. However, the S Pass quota and levy structure make securing a new pass harder. The employer must have available quota and pay a monthly levy of S$650.
Target employers that already hold S Pass quota. Before applying, check quota availability for your industry via MOM’s published quota list.
Tech.Pass and ONE Pass Holders
Tech.Pass and ONE Pass holders are not bound by the 30-day STVP rule. After cancellation, they receive a 90-day Special Pass to look for a new role or set up a business.
Make full use of these 90 days. During this period, you can apply for a new Tech.Pass or ONE Pass without leaving Singapore.
PEP Holders
Provided the pass is not revoked for a breach of conditions, PEP holders receive a 6-month Visit Pass after cancellation. This is the longest stay window allowed across all work pass categories.
Do not assume you can stay the full 6 months without work. If you cannot demonstrate active job-search efforts, MOM may revoke the Visit Pass early.
EP Holders with PR Status
If you are a PR and your EP is cancelled, your PR status is unaffected. You can remain in Singapore without a work pass. However, if you are unemployed continuously for more than 6 months, the Immigration & Checkpoints Authority (ICA) may question your commitment to Singapore when you next renew your Re-Entry Permit (REP).
Find employment within 6 months to avoid issues at REP renewal.
2025 Regulatory Updates: Key Changes
Self-Service Cancellation E-Service
MOM launched the self-service cancellation e-service in March 2025, as set out in the ministry’s press release “Improvements to the Work Pass Cancellation Process” (MOM, 2025). The change stems from a rise in employer non-compliance cases, where companies in particular failed to cancel departing employees’ passes promptly.
Standardisation of the 30-Day STVP
Previously, STVP duration varied by case, with some holders receiving only 7 days. The 2025 update standardised the window at 30 days but removed the previously available automatic extension option. Extensions must now be applied for on a case-by-case basis and are approved only where a new pass application has been submitted.
Impact on Cross-Border Job Seekers
For applicants from mainland China, Hong Kong, Taiwan and Malaysia, the 2025 changes mean a shorter buffer. If you need to return home to handle credential authentication (such as certification by the Study Abroad Service Centre of China’s Ministry of Education) or cross-border remittance (such as transferring Singapore CPF to a domestic account), the 30-day window may not be enough. Complete these processes before resigning, or prioritise job-seeking over administrative matters during the STVP.
Wrap-Up: 3–5 Actionable Points
- Calculate dates precisely: The EP cancellation effective date is the date MOM processes the application, not your last working day. Ask the employer to cancel on the latest permitted date to maximise the STVP window.
- Week 1 is the golden window: Start job-seeking immediately after cancellation, submitting at least 10 applications daily. Use industry-specific platforms (NodeFlair, Glints, Robert Walters, Hays).
- Plan your exit by day 22: If no offer has arrived by then, book a flight to a nearby city and continue the job search remotely. Do not overstay.
- Special-pass holders get longer windows: Tech.Pass, ONE Pass and PEP holders get 90 days and 6 months respectively. Make full use of this extra time.
- PR status is unaffected by EP cancellation: But you must find work within 6 months to avoid ICA scrutiny at REP renewal. Also, handle administrative matters such as credential authentication and cross-border remittance in advance, so they do not eat into your valuable STVP time.
